Press Release

The Village is pleased to announce the hiring of its new Bylaw Officer, Evan Smith. Evan comes to this position after a short period working for the Village’s Public Works Department and previous experience in the Canadian Armed Forces. Evan will be providing bylaw services and animal control within the Village boundaries.

The Village is also pleased to announce that Carleena Shepherd, Deputy Corporate Officer, will be assuming the additional role of Bylaw Services Supervisor. Carleena will be overseeing bylaw services on behalf of the Village.

The Village reviewed its Bylaw Services over the past year after the departure of its former bylaw enforcement officer. The hiring of a full-time bylaw officer and reorganization of the Bylaw Services was done based on the feedback provided by the public during a public engagement process in the spring of 2021. Council resolved to hire a full-time bylaw officer during the April 27, 2021 Regular Council Meeting.

“It is my hope that these new developments in Bylaw Services will be a positive initiative for the community. I have complete confidence in Carleena and Evan’s ability to provide outstanding bylaw services in the most fair and positive manner as expected by the community.” Wayne Robinson, CAO

For animal control and bylaw complaints, the public is encouraged to call 250-566-4435, Monday to Friday 8:30 am to 4:30 pm. Electronically, bylaw services can be reached via email at, or by going through the Village’s website
